Committees are required to file electronically if total contributions received or total expenditures made exceed, or are expected to exceed, $50,000 in any calendar year. Committees who are not required to file electronically, but choose to do so, must continue to file electronically for that calendar year. 11 C.F.R. §104.18

Campaign committees of Senate candidates are required to file reports on paper with the Secretary of the Senate. Senate candidates can use the Forms 1 and 2 Webforms, but will not have the option to submit reports electronically. Instead, Senate candidates can use the system to print a paper copy to file with the Secretary of the Senate.
